State budget mess has cities, counties demanding action

Illinois mayors and county leaders are starting to stomp their feet over the continuing budget impasse.  Unpaid bills, due to the state's inability to forward reimbursement payments has local officials being forced to take action that's hurting their own people and crippling the local budget plans.  One city is threatening to turn off the lights because of an unpaid bill.

Governor Bruce Rauner and legislative leaders met Tuesday.  There was no resolution.  The blame game continued.  Another meeting is expected.

Three counties have sued the state over emergency-service tax disbursements.  Mayors are saying we're sending  a message.
