Former Gilman City Clerk Shelly Fancher was in Iroquois Circuit Court (Thursday) pleading guilty theft. She was charged with embezzling more than $40,000 from city funds over an approximate 6-year period.
Before Judge James Kinzer, Fancher was sentenced to 48-months probation, fined $250, and ordered to make restitution in the amount of just under $52,000.
Fancher’s arrest for the felony charge resulted from an audit showing a discrepancy in the amount of money collected from Gilman residents for water, sewer and garbage fees between 2011 and 2017.
