April is Safe Digging Month in Illinois. The Illinois Commerce Commission is urging residents to call 811 before starting any excavation projects. The state requires homeowners and contractors to contact JULIE at least two working days before digging to prevent utility damage.
The ICC issued over 1,100 citations in 2024 for violations of safe digging laws, resulting in more than $5 million in fines. JULIE, which has marked underground lines for 50 years, operates a 24/7 system to help avoid disruptions and injuries. Excavation must begin within 10 days of a locate request, which remains valid for 25 days.
Failure to follow these rules may result in penalties for both diggers and utility companies.
