An analyst says Illinois must reverse an anti-business climate to grow jobs.  With a new survey showing Illinois ranked No. 2 in the nation for the number of small businesses planning to lay off employees in the coming months, an analyst said state government needs to reverse its anti-business climate... 

 The report was done by Alignable and showed that a majority of Illinois small business owners are no longer seeking new employees.  Bryce Hill of the Illinois Policy Institute explained that many businesses are now considering layoffs....

Hill also discussed how Illinois could begin to address the issues with small businesses.  he top three sectors that have halted hiring are real estate, automotive, and health care.
