Hoopeston Police report the arrest of 41-year-old Moises Torres for grooming and solicitation of a child.  Torres is alleged to have attempted to meet up with a decoy for sexual acts. Police said in a press release the decoy was 13-years-old.  After evidence was reviewed, Torres was transported to the Vermilion County Jail.
