The Kankakee County State’s Attorney has dropped charges against a man who spent 20 years in prison for a murder conviction dating back to 2000. Terrance Haynes learned Monday he would not be retried for the 1999 shooting death of 18-year-old Cezaire Murrell.
The Daily-Journal reports S-A Jim Rowe had been reconsidering the case, not sure whether to retry the case after a witness recanted earlier testimony. Haynes had said it was self-defense; that he was forced to shoot Murrell when the victim threatened him with a gun.
The Illinois Supreme Court reversed the decision in May of 2018 and ordered a new trial.
