In the past decade, Illinois has recorded the second largest population loss among U.S. states with West Virginia leading the way. Some cities are offering money to relocate there. Tulsa, Oklahoma is offering $10-thousand dollars to pack up and relocate. Grant Bumgarner, community manager for the program, says scores of Illinoisans have applied. Bumgarner says it is a good bet Illinois residents will pay fewer taxes in Tulsa.
