Illinois State Police cited a St. Anne man for failing to reduce speed after a two-car colission Monday on Route 17 in Kankakee County.  Frank Beggs stopped at a stop sign while southbound on 4000 E, then pulled into the intersection and collided with Angela Hackney of Kankakee. Both drivers were treated for minor injuries.  Troopers investigated just before 8:30 am.
