Illinois’ unemployment rate fell a tenth of a percent in November to 3.8 percent. State officials say that’s a new historical low, but it’s still three-tenths higher than the national unemployment rate of 3.5 percent. Over three months, the three largest gains were in government, education, health services and leisure and hospitality.
