More than $13 million over the past five years has been swept from Illinois State Police funds meant to administer the state’s Firearm Owners Identification laws, something a gun-rights group says is unacceptable. The Illinois State Rifle Association says the $13 million being swept for other purposes hampers citizens’ ability to exercise their Second Amendment rights with delayed application processing.
