Otis "Doc" Bowen died Saturday night in Donaldson, IN. He was 95.
Gov.Mike Pence called Bowen‘s service to the state and the nation incalculable. He was the first Indiana governor in modern day to serve 2 consecutive terms following a state constitutional amendment in 1972.
Following his service in the statehouse, Bowen was asked by President Ronald Reagan to serve as Secretary of Health and Human Services, a position he held from 1985 to 1989.
As governor, Bowen was credited with overhauling Indiana‘s tax structure and creating a state-wide emergency medical services system. As Health Secretary, Bowen promoted safe sex practices as AIDS began to spread across the country.
